Job Overview:

LNOB not only entails reaching the poorest of the poor but requires combating discrimination and rising inequalities.
A major cause of people being left behind is persistent forms of discrimination, including gender discrimination, which leaves individuals, families, and whole communities marginalized and excluded. LNOB compels us to focus on discrimination and inequalities. Many of the barriers’ People with Disabilities (PWD), especially women and girls face in accessing services, resources, and equal opportunities are not only due to the lack of availability of resources but rather the result of discriminatory laws, policies, and social practices that leave particular groups of people further and further behind.
Objective of the project:
- To identify stigma and discrimination at – interpersonal, familial, and structural level and advocate for changes in national systems to address them and
- To develop more effective techniques to change behavior rooted in stigma and discrimination and use these with duty bearers, communities, families, and women/girls with disabilities themselves.
Methodology:
The consultant will work with a team of NDA staff, organizations of persons with disabilities (OPDs) and other government agencies including strategic groups. Participation is a critical element of any work guided by NDA. Hence the consultant must ensure that stakeholders adequately participate at all levels of the project.
Time scale:
The consultancy period will be a total of 9 months which will include travel and facilitation of workshops in and Mogadishu and federal member states. The consultancy will start on a date to be agreed upon. The consultant will report to the chairperson of the National Disability Agency (NDA). He/she will organize his/her time according to the most important tasks and schedule.

The National Disability Agency (NDA) is an independent federal entity on disability affairs in Somalia, under the Law# Lr. 134 in 2018. Five Commissioners with disabilities were appointed by Prime Ministerial Decree Lr. 122 on January 21, 2021. Comprising (3 females and 2 males), Chair (male) Deputy Chair (female), General Secretary (female) and two members. The NDA was launched in July 2021. The Commissioners will serve four years and one renewable term.
Since establishment, the National Disability Agency has carried out several tasks, including drafting the National Disability Protection Act, conducting disability needs assessment survey, and developing the CRPD Implementation Action Plan through consultation meetings and forums conducted across the country. NDA seeks to continue expanding on the momentum of developing projects and initiatives to assist people with disabilities throughout the country. NDA and UNDP signed 12-month project agreement to improve the quality of life of PWD, through evidence-based interventions and advocacy towards changed attitudes and behavior of rights holders and duty bearers, which will result in reduced stigma and discrimination against people with disabilities especially women and girls with disabilities.
Main Duties and Responsibilities
Scope of the work for the consultant.
The consultant will prepare roundtable discussions and meetings with strategic groups to inform PWD policy development.
Specific tasks
- Participate in activity planning meetings, and advise accordingly, not least regarding delivery of the project activities.
- Conduct roundtable discussions with strategic groups.
- Prepare NDA reports.
- Monitor the implementation of the project activities.
Skills and Qualifications:
- University degree in development studies, economics, or related field complemented by significant experience in protection and human-rights-related field.
- At least 5 years of experience in program implementation and humanitarian activities.
- Extensive experience and demonstrated success in team management.
- A good track record of implementing, managing, and monitoring project deliverables.
- Ability to work independently, but also coordinate effectively as part of a team.
- Strong computer skills (MS Word, Excel, Outlook, and Power Point).
Language and Requirement:
- Fluency in English and Somali language is a required.
- Willingness to travel within the project areas.
- Proven ability to work under pressure with tight deadlines.

Main Duties and Responsibilities
Scope of the work for the Sign Language Trainer
The Sign Language Trainer will manage and prepare training materials and presentations during training sessions.
Specific tasks
- Prepare a group of trainer of trainers on sign language for Somalia
- The trainer will use a variety of teaching methods, such as demonstrations, role-playing, discussions, and hands-on practice.
- The trainer will provide individualized feedback and coaching to trainees to help them improve their sign language skills.
- The trainer will encourage participants to maintain a positive and learning engagements.
- The trainer will ensure the facilitation of an accurate and culturally appropriate training and effective communication and understanding of participants.
- The trainer will adapt communication approaches based on the needs and preferences of trainees.
Skills and Qualifications:
- Minimum of a bachelor’s degree, preferably in Management or a related field.
- Minimum of 3-5 years of experience in developing and delivering sign language training programs.
- Proven track record of designing effective and engaging sign language curricula and lesson plans.
- Expertise in using a variety of teaching methods, such as demonstrations, role-playing, and interactive exercises.
- Ability to provide individualized feedback and coaching to trainees.
- Excellent interpersonal and communication skills, both in sign language and spoken/written language.
- Strong presentation and facilitation skills to deliver training sessions.
- Empathy, patience, and a collaborative approach when working with trainees.
- Strong organizational and time management skills to manage multiple training sessions and maintain records.
- Proficiency in using relevant technology, such as video conferencing, presentation software, and training management tools.

Job Overview:
Somalia is one of the most fragile states in the world, with ongoing humanitarian crises resulting from conflict, floods, drought, and famine. Displacement and insecurity have left many women and children particularly vulnerable to SGBV. Internally displaced persons (IDPs) often live-in overcrowded camps with inadequate security, increasing the risk of sexual violence and exploitation.
Traditional gender roles and patriarchal norms are deeply entrenched in Somali society, often justifying and perpetuating SGBV. Practices such as child marriage, female genital mutilation (FGM), and domestic violence are prevalent and socially accepted in many communities. These cultural norms create significant barriers for survivors seeking justice and support, as they may face stigma, discrimination, and ostracism.
Addressing SGBV in Somalia requires a comprehensive approach that includes effective reporting mechanisms and robust case management processes to ensure victims receive the necessary support and justice. This TOR outlines the roles and responsibilities of a SGBV service provider in the case management process and the reporting of SGBV cases.
The National Disability Agency (NDA) is in the process of establishing 3 centers in Baidoa, Dhusamareb (established) and Kismayo where support to survivors of SGBV and CRSV can be provided to 150 survivors who are from the most vulnerable communities of people living with disabilities. The project shall coordinate closely with other providers on Women’s Peace and Protection. Legal aid support shall also be provided through the online counselling service and at project locations of the psychosocial-legal services through para legal across 3 districts.
Objectives.
The objective of this TOR is to define the specific roles and responsibilities of the SGBV service provider in the case management process and the reporting of SGBV cases to ensure comprehensive and coordinated support for survivors.
Scope of work.
The SGBV service provider will be responsible for the following tasks:
- Initial Response and Reporting:
- Intake and Documentation:
- Receive and document reports of SGBV incidents from survivors or other sources.
- Ensure the intake process is survivor-centered, maintaining confidentiality and sensitivity.
- Immediate Support:
- Provide immediate emotional and psychological support to survivors.
- Assess immediate safety needs and take necessary actions to ensure the survivor’s safety.
- Comprehensive Case Management:
- Assessment:
- Conduct a thorough needs assessment for each survivor, covering medical, psychological, legal, and social support needs.
- Case Planning:
- Develop an individualized case management plan in consultation with the survivor, outlining the necessary services and support.
- Referral and Coordination:
- Coordinate with relevant stakeholders (healthcare providers, law enforcement, and legal aid, social services) to ensure the survivor accesses all necessary services.
- Maintain a referral network and facilitate timely and appropriate referrals.
- Medical and Psychological Support:
- Facilitate access to medical care, including treatment for injuries, sexual and reproductive health services, and forensic examinations if needed.
- Provide or arrange for psychological counseling and support services to address trauma and mental health needs.
- Legal Assistance:
Provide legal information and counseling to survivors about their rights and available legal options.
- Safety Planning:
- Conduct ongoing risk assessments to identify potential threats to the survivor’s safety.
- Develop and implement safety plans in collaboration with the survivor, including options for safe shelter if necessary.
- Advocacy and Empowerment:
- Engage survivors in empowerment activities, such as skills training, education, and economic empowerment programs.
- Advocate for the rights and needs of SGBV survivors at community and policy levels.
- Monitoring and Follow-Up:
- Conduct regular follow-ups with survivors to monitor their progress and adjust case management plans as needed.
- Evaluate the outcomes of case management interventions to ensure effectiveness and address any gaps.
- Data Management and Reporting:
- Maintain accurate and confidential records of all SGBV cases and services provided.
- Prepare and submit regular reports on SGBV cases, including data analysis and trends, to relevant authorities and stakeholders.
- Ensure all data is managed in accordance with confidentiality and data protection protocols.
- Protect women and girls from SGBV through psycho-social and legal services. The project also aims to provide psycho-social and legal support to girls and women with disabilities who are survivors of sexual and gender-based violence.
- Capacity Building and Training:
- Conduct community awareness and training sessions to enhance understanding of GBV and available support services.
- Comprehensive intake and needs assessment forms.
- Individualized case management plans for each survivor.
- Records of referrals and services provided.
- Regular follow-up reports and outcome evaluations.
- Monthly and quarterly data reports on GBV cases.
- Training materials and records of training sessions conducted.
Required Qualifications.
- Extensive experience in SGBV case management and survivor support.
- Knowledge of local context and cultural sensitivities in dealing with SGBV.
- Expertise in coordinating with multiple stakeholders, including healthcare, legal, and social services.
- Strong skills in data management, confidentiality, and reporting.
- Experience in training and capacity building on SGBV issues.
Reporting and Coordination.
The SGBV service provider will report to the Program Manager and coordinate closely with local authorities, healthcare providers, law enforcement, and other relevant stakeholders to ensure comprehensive support for SGBV survivors.
