ABOUT NDA
National Disability AgencyBACKGROUND:
The National Disability Agency (NDA) is an independent federal entity on disability affairs in Somalia, under the Law# Lr. 134 in 2018. Five Commissioners with disabilities were appointed by Prime Ministerial Decree Lr. 122 on January 21, 2021. Comprising (3 females and 2 males), Chair (male) Deputy Chair (female), General Secretary (female) and two members.
The NDA was f launched in July 2021.
The Commissioners will serve four years and one renewable term.
NDA’s Mandate and the core functions include the following:
- To raise awareness of persons with disabilities, including women and girls with disabilities and to create opportunities for them to achieve self-sufficiency.
- To develop national strategies and action plans related to the rights of persons with disability.
- To provide technical advice on disability issues to stakeholders.
- To lead the implementation of the UNCRPD
- To assist ministries, institutions, and relevant organizations to develop policies, laws, national plans, and strategies related to disability.
- To promote the implementation policies, laws, national plans, and strategies related to disability.
- To propose revision, additional completion or amendment policies, laws, national plans, and strategies related to disability.
- To coordinate, monitor and evaluate the implementation of policies, laws, national plans, and strategies related to disability with all relevant stakeholders.
- To raise awareness of Somalis with disabilities so that persons with disabilities understand that they have the same rights as non-disabled people
- To organize national and international days and other events of persons with disabilities.
- To develop report on implementation of the Convention on the Rights of Persons with Disabilities and share it with relevant stakeholders.
- To Improve data on persons with Disability.
- To disseminate the Law and regulations relevant to disability issues.
- To Develop and Strengthen Organizations of Persons with Disabilities (OPDs)
- To Ensure Disability Mainstreaming through programs or advocacy
VISION
That all persons with disabilities achieve their goals and become contributors and active members of society;
where persons with disabilities enjoy equal rights, dignity and opportunities with others.
MISSION
To provide direction to and coordinate and monitor the activities of government, non-government, and the disability organizations involved in the prevention of the causes of disability, rehabilitation, and equalization of opportunities in partnership with Local, National, Regional and International organizations.
